Preserving environmentally sensitive land
Article Abstract:
The preservation of the Long Island Pine Barrens area is an example of how governments can protect undeveloped land without incurring substantial costs. The 1993 Long Island Pine Barrens Protection Act created a policy commission who, in turn, devised an environmentally sound land use plan. The Suffolk County towns involved, including Brookhaven, were able to work out a plan for purchasing development rights that avoided constitutional takings issues.
