Businesses based in Birmingham, England, remain proud and loyal to the city that is often referred to as England's second city, even though the business leaders accept there are still weaknesses there such as traffic congestion in the inner city. Just 30 of 81 city-centre office occupiers surveyed would consider moving to an out-of-town site. Birmingham is in central England and has good accessibility by air, rail and road. Businesses cite the city's advantages as including improved cultural facilities, excellent exhibition and conference facilities and good quality employees.

Occupiers of office buildings in Manchester generally believe that the city has the potential to develop further as a regional capital and an international commercial centre. It has the advantage of a diverse business sector, and is also benefiting from a growing national and international profile. However, occupiers are still concerned about the high costs involved in renting property in the city.
