Recession squeezes states in '92, forces budget cuts, tax hikes
Article Abstract:
Findings of the 27th '50 Legislative Climates' survey showed that states are introducing new incentive and financing programs, educational reform programs and environmental laws to attract businesses. Despite pervasive economic development budget cuts and tax increases, many states avoided large tax hikes and enterpise zones designated in financially stricken areas to stimulate economic investment and job creation. States continued to increase funding for education and worker training programs, and some states implemented more stringent regulations on clean air than those imposed by the federal government.

The Industrial Development Research Council, the world's preeminent association of corporate real estate professionals, set a record attendance during its recent World Congress in Nashville, TN. The challenges and opportunities confronting the profession were tackled extensively in a wide-ranging series of general sessions and educational workshops. Subjects ranged from the Americans with Disabilities Act (ADA) to total quality management (TQM), from the challenges of globalization to the opportunities inherent in the virtual office concept.
