Righting the land assembly process
Article Abstract:
The UK government must review legislation dealing with compulsory purchase of land for development if they hope to find sufficient brownfield sites for housing. Changes to compulsory purchase laws should include the introduction of a team of experts to identify sites for compulsory purchase, better payments to landowners and easier purchase of unused land. The Urban Task Force has been set up to examine land utilization in urban areas. The government hopes to use brownfield sites for 60% of new houses. A National Land Use Database is being set up to help establish the location of sites.

Land developers and the community can work together successfully on urban renewal projects, as various firms have found throughout the UK. York Regeneration Partnership is building 220 new houses as part of its Holgate Business Park development. The houses will be partly built by local people who have been trained by two housing trusts in the locality. Local input into building projects tends to get greater support from the community. Although developers main aim is to increase profits, working in urban areas will become more necessary as the use of greenfield sites is restricted.

Regeneration game
Article Abstract:
Urban renewal in the United Kingdom has been funded by joint public and private investment since the 1990s. The concept of a Single Regeneration Budget (SRB) was introduced in 1989, to fund projects that are not served by other funding schemes. English Partnerships, housing action trusts and City Challenge receive the major share of the SRB funds which in 1995-96 amounted to 1.3 billion pounds sterling. Local communities have a significant role in leading new initiatives. Observers fear that the competitive nature of the SBR has lead to some areas losing out on funding.
