Outsiders often think of Scotland in terms of its cultural image and its declining traditional industries, but it is one of the most favoured hi-tech development areas in Europe. There has been a high level of investment in the development area known as 'Silicon Glen', including the recent decision by Hyundai Electronics Europe Ltd. to invest 2.4 billion pounds sterling in new semi-conductor facilities. Scotland has proactive development agencies, a range of financial incentives on offer and a skilled, but under-employed, workforce.

Invest in positive planning
Article Abstract:
The UK's towns and cities will not fulfill their potential to attract investment unless an integrated approach is taken to planning. There must be closer links between economic development, development control and plan implementation. Local authorities should use positive planning as the foundation for investment in new technology, infrastructure improvements, economic development and higher quality planning staff. Development plans must be regarded as living documents.
