The North American Free-Trade Agreement further enhanced Mexico's attraction for foreign investors who see opportunities for attaining a global competitive edge. Article Abstract:

The Nissei Sangyo case decision illustrates the limits on the IRS's summons authority and its power to demand document translations. IRC Section 6038A gives the IRS enforcement powers over domestic corporations that are 25% foreign owned. However, the court's application of a reasonableness requirement to the IRS's translation requests in Nissei Sangyo led to a ruling holding the IRS's summons demands were burdensome.
