Reformers with ideas they wish to promote are increasingly setting up schools in the United Kingdom. Two environmentalists, Sara Parkin and Jonathon Porritt, have set up a scholarship course called Forum for the Future. The School for Social Entrepreneurs will be set up by Lord Young of Dartington to help people involved in charities, pressure groups and voluntary organizations. Anita Roddick has set up The New Academy for Business. Think tanks were previously seen as a way of bringing about change, but they have become less effective.

It is common for police forces in the UK to fail to consult the National Missing Persons Helpline when an unidentified body is discovered. In many cases, the body is kept for some time in a morgue, and is then buried as cheaply as possible without ever being identified. This means that relatives of missing persons continue to search in vain, and never know that their loved-one has in fact died. Some observers now believe that the entire system of identifying the deceased should be overhauled.
