Albania's quiet miracle confounds doomsayers; new leader will face temptation to behave like Sali Berisha

Many observers have expressed great surprise about the fact that Albanian President Sali Berisha seems to have allowed the recent election to proceed among broadly democratic lines. Voters have not been subject to overt intimidation, and Berisha has promised to respect the results and resign when a new parliament is convened. Fatos Nano, leader of the victorious Socialist Party, also seems to subscribe to democratic values. However, there is still a danger that he will follow the same path as Berisha and become a repressive autocrat.

Albanian President Sali Berisha is determined to remain in power after the general election in Jul 1997, even though he is greatly disliked by the vast majority of the country's electorate. He is resorting to violence as a way of deterring people from voting against him, and there is now a climate of fear across the whole country. Many Albanians believe that Berisha will use illegal measures if necessary to ensure that he wins the election, and they fear that he would rather destroy the country than yield power.

Albania poll tests limits of freedom and fairness
Article Abstract:
There have been several examples of abuses of democratic and human rights in the run-up to the third general election in the post-Communist era in Albania. The ruling Democratic Party has secured full control over the broadcast media, and has issued a great deal of propaganda. Many observers feel that president Sali Berisha is building up a system of complete state control. However, it must also be remembered that Albania will find it very hard to adjust to democracy after many years of Communist rule.
