Paul Sabin, Chief Executive of Kent County Council (KCC), changed his local authority into a service-led organisation saving 70 million pounds sterling a year. Resposibility was given to service-deliverers and support services had to be bought in. Mr Sabin adheres to three principles: devolving responsibility, meeting users' needs and changing administrators into managers. KCC comprises 18 businesses with modern management structures which deliver efficient services. Market research establishes consumer needs and publicity promotes services. 'First Stop Shops', staffed by information specialists, advise people about council services.

UK local authority functions have expanded to include economic planning to attract private investment. Coventry city council set up its 170-strong economic development team in 1987. About 170 companies have moved there creating 10,000 jobs. The team offers information and practical support. It has compiled a 70-page document which includes the number of employees and their qualifications. Information is provided within 2 days. Coventry's budget for economic development is 65,800 pounds sterling for 1992-93. Some councils face central government finance restrictions.

Scottish National Health Service (NHS) Chief Exec Don Cruickshank gained an MBA from Manchester Business School and worked at McKinsey & Co for five years. He then went to Times Newspapers before becoming managing director of Pearson plc. From 1984-9 he was managing director of the Virgin group. He issued strategic guidance to the 15 health boards. He instigated a survey of staff opinion on the performance of NHS in Scotland which lasted over a year. His job meant he had to reconcile two roles, leader and senior civil servant.
