At last, Alison Taylor tells how she exposed years of child abuse

Former social worker Alison Taylor found that she was not believed by Gwynedd county council when she attempted to report cases of child abuse at children's homes in North Wales in the mid-1980s. She is now giving evidence to the North Wales Child Abuse Tribunal, which has been sitting since early 1997. In most cases, the only response to her claims that a child was being abused was for the child to be moved to another home. She also encountered considerable hostility from colleagues.

Clwyd County Council's social services department was very poorly organised and failed to take effective action to put a stop to widespread abuse of children in its residential homes, according to a inquiry report which the council has tried to keep secret. The council had undertaken at least 10 internal investigations, but failed to learn from its mistakes and did not introduce the necessary measures to prevent child abuse from happening again.

It is estimated that across the UK more than 2,000 former residents of children's homes have made allegations of abuse. All but five of the UK's 52 police forces have undertaken investigations into allegations of abuse at children's homes, and 27 forces have made major abuse inquiries. Most of the investigations involve past abuse, some of which dates back to the early 1970s. In almost all cases, former care workers have been investigated.
