There is currently considerable tension between Israel and the Palestinians, and this has prompted the US State Department to try to lower expectations of the visit of Secretary of State Madeleine Albright to Israel and the Middle East. Both Israelis and Palestinians are trying to portray themselves as victims, although the advantage seems currently to be with Israeli Prime Minister Benjamin Netanyahu. He is determined to marginalize the Palestinians of the West Bank and Jerusalem, and Israeli citizens will remain at risk of suicide bomb attacks by Palestinians while he continues to pursue this policy.

Netanyahu refuses to give up the West Bank
Article Abstract:
Israeli Prime Minister Benjamin Netanyahu is making it clear that he feels politically strong enough to refuse to implement the Oslo accords of 1993, which would involve Israel withdrawing from most of the West Bank and Gaza. He has dismissed Palestinian self-determination, and the Israeli Cabinet has agreed a map of Israeli interests which would allow Israel to retain control of at least 60% of the West Bank. Netanyahu is now preparing to put strong pressure on the US before that country begins putting pressure on Israel.
