The UK government's plans regarding working women and childcare show clear signs of interventionism. Government ministers are now convinced that early intervention in children's lives will bring significant benefits later on, both for the individuals concerned and for society as a whole. When in opposition, the Labour party was strongly opposed to excessive government action, but is now becoming aware that more action is required, not less. It is likely that a considerable number of child-focused policies will be drawn up.

It is important that universities supply students for the local and regional economy, according to Professor Michael Harloe, who is to become Vice-Chancellor of Salford University in Oct 1997. He believes that the university should renew contact with its urban roots and should undertake research and consultancy work which is of direct benefit to the economic future of the region. He regards higher education as a basis for urban economic and cultural renewal.
