Many people believe that the biggest test for Labour party leader Tony Blair's plans to change Clause IV of the party's constitution on public ownership is the future of British Rail. The party has already made considerable efforts to resolve uncertainties over its policy on public ownership of British Rail, with deputy leader John Prescott announcing that he will chair a policy group which will consider options for ensuring that British Rail remains publicly owned and accountable.

Blair: Rural second homes are serious problem
Article Abstract:
UK Prime Minister Tony Blair has emphasized that it is not government policy to prevent people owning second homes in rural areas. However, he has acknowledged that owning second homes can cause problems. The Urban Task Force has recommended that second home owners be charged up to double the normal council tax rate, thus creating a disincentive to second home ownership. This view is supported by the Council for the Protection of Rural England.

London City Airport offers none of the facilities seen at a larger airport, but has a friendly, relaxed atmosphere. Aircraft which use this airport are small, and passenger numbers also tend to be low, bringing certain advantages. For many people, using this airport will be much more attractive than using Heathrow or Gatwick. It is easy to reach, and this makes it feasible to travel to Geneva, Switzerland, for example, to ski for the weekend.
