Brown pledges 10p tax, but no top rate rise

It is vital that there is stability in public finances in the UK, according to shadow chancellor Gordon Brown. The Labour party intends to base the tax system on clear principles and values, and hopes in this way to boost the growth rate of the UK economy. The country will be better off under a Labour government, especially as attention will be given to creating the conditions in which there can be long-term investment. The Labour party does not intend to reintroduce penal marginal tax rates at the top of the scale.

Major favours a step-by-step approach to tax reductions

The Chancellor the Exchequer Norman Lamont says there is hardly any possibility of manoeuvring on the tax side or the spending side, but Mr Major favours a gradual approach to tax cuts. Reducing taxes to a 20 pence rate could take ten years. Tax cuts from the bottom upwards will give the poorest most benefit. Mr Smith's Labour budget would make very many people a lot worse off and 9 million better off by 2 pence to 4 pence a week. Two million people would gain 34 pence a week.

Former UK prime minister Margaret Thatcher headed a government which was willing to use unlimited power to deal with perceived enemies within its own ranks. She appealed to people's basest instincts, and was responsible for widening social divisions. Against this background, it is strange that she should claim, as she did recently, that an overly permissive society can destroy liberty. Her overall impact on UK society was destructive, rather than constructive.
