Bruised, battered and homeless

The charity for the homeless, Shelter, finds that 10-20% of its cases involve domestic violence. Shelter dealt with 732 cases of domestic violence in 1992 and 3,458 cases involving domestic friction and relationship breakdowns. Battered women who leave an area to avoid violence cannot get housing from a new council as the area of usual residence should be responsible for them. There is a shortage of public sector housing. Rhuddlan council, north Wales, tries to investigate the rights of the female spouse to the marital home. Women's refuges are overcrowded and funding is threatened.

He has gained experience in a number of different areas, and is now able to manage almost anywhere in the public services. He regards himself as a corporate manager, a trend which is now becoming increasingly common in public services.

Over half of Civil Service employees work for executive agencies which improve accountability over responsibility to ministers. The House of Commons Public Accounts Committee doubts whether some of the agencies can meet their targets and whether the targets are suitable.
