Political lobbyists are adversely impacting research into the possibility that foetuses feel pain, with researchers fearing that both anti-abortion campaigners and pro-abortion campaigners could use research material as propaganda. Researchers disagree on foetal pain, with some researchers believing pain is associated with conscious development rather than anatomical sensation and subsequently feel foetuses may produce only reflex responses. Others feel the foetus may be psychologically or physically affected by intra-uterine stress resulting from intra-uterine surgery.

The Siberian region of Tuva is experiencing economic and social hardship due to years of neglect by the central planners in Moscow. Tuva's leaders want to regain their region's independence but they also realize that their economic development depends on political and economic ties with Russia. The region is rich in mineral resources but the infrastructure needed to exploit these resources are inadequate.
