The recent gas attack on the Tokyo underground highlights some key features about modern people and the society they have created. Dangerous technology has fallen into the hands of terrorists, and it is very likely that the spread of weapons of war will continue. Considerable damage can now be caused with limited technical knowledge, and anti-terrorist weapons are no longer capable of keeping up with latest technological developments. Against this background, it is very important to become more sensitive to the concerns of groups which feel that they are excluded from ordinary society.

There are a number of areas in which there are clear signs of a new relationship emerging between producers and consumers. In the tobacco industry, for example, accepting liability for smoking-related diseases means that producers will in the future take a much closer interest in the health and lifestyles of their customers. In education, parents and pupils are no longer willing to simply accept educational outcomes, and some are even taking legal action against schools. Making a sale or providing a service is no longer seen as a one-off transaction.

Most ordinary people in Europe are now opposed to the concept of monetary union. It is likely that many politicians are too, but they do not dare to say so publicly.
