Exiled dictators to face criminal charges for murder and torture
Article Abstract:
International campaign group Human Rights Watch has submitted a list to the United Nations Human Rights Commission of former dictators it accuses of torture, murder and other crimes. The group has stated that it will bring criminal charges against one of these men by the end of 1999. This development reflects the shift towards the view that former and current heads of state should not be immune from prosecution. The criminal charges will be brought in the country where the accused is living, with assistance from organizations in the country he fled.
