Heseltine and Portillo put plans in place

Both Michael Heseltine and Michael Portillo could become key candidates for the Conservative Party leadership of John Major fails to gain sufficient support in the first ballot of the election. Initially, a 'stalking horse' candidate will have to be selected. This may well be Norman Lamont, the former chancellor. The Eurosceptics, John Major's strongest opponents, have been taken by surprise by his resignation, and have not yet decided on a campaign strategy.

Conservative right-wingers support the policies of John Redwood, who is standing against John Major in the first round of voting for the leadership of the Conservative party, but fear that voting for him in the first round will allow Michael Heseltine to enter the contest in the second round. For some, this danger may encourage them to support John Major instead, especially as many like him personally and believe that he is actually a Eurosceptic at heart.

Prime minister John Major's resignation as leader of the Conservative Party is designed to put an end to constant speculation about a leadership battle. He has become frustrated by the lack of respect shown to him by Conservative Euro-sceptics, and has had to face constant challenges to his authority. He believes that is is important to deal with this issue now, so that the party can then be reunited to prepare for the next general election.
