Michael Heseltine, the president of the Board of Trade, is almost the only leading member of the Conservative party who is still able to express optimism about the party's prospects and sound convincing. He believes that economic factors are turning in the party's favour and that the political situation is also becoming more favourable. The media will reflect this, and Conservative party rebels will find themselves becoming increasingly marginalised.

Chancellor Kenneth Clarke has become increasingly isolated within the Conservative party, clashing with prime minister John Major on a range of issues. However, he still plays a vital role within the party, being close to the central consensus on welfare and close to business on European issues. Without his influence, the Conservative party would dwindle even further, giving up to the Labour party all of the centre-ground in UK politics.

The pro-European element of the Conservative party has not been successful in attracting media and public attention in the same way as the party's Euro-sceptics. This is because they still retain the party whip and are therefore no threat to the stability of the government. Their case for further integration with the European Union has appear dull and complacent, and they lack the political appeal of the Euro-sceptics.
