Independence is not the same as isolation
Article Abstract:
Lord Lane, Lord Chief Justice has restricted judges' participation in the new Criminal Justice Consultative Council (CJCC). This is an advisory body with no statutory powers as proposed by Lord Justice Woolf's report in February 1991 on the Strangeways riot. CJCC first met on January 15, 1992 and local area committees are being formed. Nothing in the terms of reference for the CJCC compromises the judiciary's independence. Clear leadership from CJCC to area committees is vital for effective communication.

Bank's independence not the complete answer
Article Abstract:
The idea of an independent central bank in Britain or the EC has been supported by academic studies but other relevant institutional structures have not been considered. A centralised trade union movement in Sweden and Norway limited unemployment while inflation was lowered. Employers' associations co-ordinate wage bargaining in Japan and Switzerland. In Germany the Bundesbank operates with labour market institutions. In this way wage negotiators learn concern for the national economy.
