Some observers believe that Latin America's emerging democracy is coming under serious threat. Former military leaders have begun to play an active role in politics again in several Latin American countries, and democratically-elected leaders are seeking to retain power when their term in office comes to an end. In Paraguay, for example, the leading candidate in the May 1998 presidential election is former general Lino Oviedo, while in Bolivia President Hugo Banzer has been responsible for many human rights abuses.

Aztec campaign ruffles feathers
Article Abstract:
Descendants of the Aztec emperor Montezuma are seeking support from the Mexican government for their campaign for the return of his ceremonial feathered head-dress, which has been in a Vienna museum for the last century. They believe that it is part of Mexico's cultural heritage, but Austrian authorities deny that it belonged to Montezuma, stating instead that it was the ceremonial plumage of an Aztec priest. In Austria, it is now regarded as part of Habsburg heritage.

Middle classes bear the brunt of Mexico's pain
Article Abstract:
The austerity measures introduced recently by the Mexican government have served only to make conditions worse for ordinary people. The peso has still not stabilised, and billions of dollars continue to flow out of the country. The crisis is now causing social unrest, and there have been public demonstrations against the strong rise in interest rates. It is likely that many businesses will have to close, causing unemployment to rise even higher.
