Allegations that President Bill Clinton was guilty of sexual harassment and had an affair with Monica Lewinsky are more significant for what they reveal about sexual politics in the US than for what they indicate about Clinton's personal life. He is operating in a political culture that demands extremely morally correct behaviour from its leading players but is also prepared to make allowances for them when they are shown to be less than perfect. His original behaviour is not the main issue, but rather the fact that he could have been guilty of perjury and tampering with witnesses.

President Bill Clinton admitted in his testimony to the grand jury investigating his relationship with Monica Lewinsky that he engaged in behaviour that was wrong. He expressed the view that his encounters with Lewinsky in early 1996 and once in early 1997 did not constitute sexual relations as he understood that term to be defined in his deposition of Jan 17, 1998. He acknowledged that he regretted that his friendship with Lewinsky came to involve behaviour of this kind.
