It's out with the old...
Article Abstract:
The private sector is becoming increasingly involved in the management of residential homes for the elderly in the UK. Investors are now much more open to the idea of purchasing costly residential home fixed assets under a sale-and-lease-back deal, placing small businesses in a position to manage their own residential and nursing homes. Local authorities are beginning to accept that their residential homes cannot be sufficiently improved, and many are therefore forging links with housing associations.

Driving buses to the market
Article Abstract:
Local authorities have been encouraged to privatise their bus operations since 1987, but 34 still run municipal bus services. Passenger numbers have dropped by 1/4. London is exempt from deregulation until 1993 when the Transport Bill will be introduced. Road pricing would make buses more attractive to travellers. Councils expect privately owned monopolies to develop rather than the competitive operators sought by the government. Employee-buyouts have been popular but controversial.

Big savings on the cards
Article Abstract:
The use of purchasing cards is becoming increasingly common in UK government departments. These cards allow the holder to make purchases over the telephone or in person within a pre-determined budget. The administration costs are met by the supplier. The Treasury believes that the use of purchasing cards will allow transactional costs to be cut by 60%. In the future, the government may move to electronic commerce for most of its purchasing.
