Keeping democracy in proportion
Article Abstract:
Proportional representation (PR) could ensure that the seats held by a party in the House of Commons are more closely linked with the number of votes won by that party. However, the most fair PR systems bring the danger of placing an MP more under the control of his or her party than of the constituency. MPs would no longer be local personalities dealing with local issues, but would simply be forced to focus on national party issues. Furthermore, the interests of small political parties may actually be better served by the existing two-party system, especially as class pressure diminishes.

It's baroque, but don't fix it
Article Abstract:
Democratic institutions generally operate much more effectively than pure democracy, especially as most ordinary people are not prepared to become fully involved in democratic processes. However, it is wise to constantly check that those who hold power are in some way accountable. Putting a large part of UK government operations out to tender and establishing new agencies has blurred the lines of accountability, but this reform will prove worthwhile in the long term. Furthermore, it is wrong to claim that the UK is ruled centrally.

Time to put your head on the block, Mr Hogg
Article Abstract:
UK agriculture minister Douglas Hogg should resign in recognition that his ministry failed to take appropriate action to deal with the BSE and E coli food poisoning crises. It is vital to reassure the general public that ministerial responsibility really does exist, even though there are some aspects of the BSE crisis which could not have been anticipated. Above all, he should resign because the government has a duty to keep the public fully informed about any problems which may pose a danger to life.
