Article Abstract:
An artificial neural network is capable of learning things in a similar way to the brain, according to Igor Aleksander, professor of engineering at Imperial College, London, England. This means that the programmer does not have to work out everything ahead of time. Computers which use neural networks have many of the characteristics which are conventionally associated with consciousness, and can be said to have a knowledge of self in that they can explore their virtual world and gain a sense of what can be done in that world.

Lord Jenkins of Hillhead, who has been involved most recently in writing a report on electoral reform, has attracted considerable controversy throughout his career. He has been prepared to take political risks, and has clear libertarian and internationalist tendencies. He has a strong intuitive sense, and has gained considerable respect for his historical work. He grew up in a modest background, and part of the resentment he attracts is associated with the feeling that he has moved out of his class.
