Mayors could lead Labour's 'wise spenders'
Article Abstract:
Tony Blair, leader of the UK Labour Party, will make a speech on July 23 1996, indicating that he wants discussions to be held on mayors being elected for larger cities, and that a Labour government will not allow local authorities to overspend. Among cities which might be expected to have a mayor would be Liverpool, Leeds, Oxford and London. Some competitive tendering would be retained, but some would disappear under a Labour government whose emphasis would be on efficiency and value for money.

Margaret Beckett, prospective deputy leader of the Labour Party, believes in realism and thinks radical changes are needed in various spheres, although the Party should decide them. She has been endorsed by the leaders of the main unions. Her resolute character prevents her from concern about assumptions made about her and she follows party interests rather than her own. She is good in a team and has argued for devolution and a Europe more geared to nation states.
