Considerable media attention has been given to cases in which disruptive pupils at UK schools have been allowed back into school after an independent appeals panel overturned the headteacher's decision. In some cases, teachers have threatened to strike in protest at having to deal with such pupils. However, it is in fact very unusual for a decision to expel a child to be overruled. There were only 1,066 appeals to independent panels in 1994 to 1995, and only 185 of these were successful.

The UK's 1980 Education Act gives parents the right to express a preference for the school of their choice. However, in practice parental choice of school has been shown to not work at all. The extent of parental choice depends greatly on where a family lives and the effort parents put into looking at different schools. Over the whole of the country, one in five parents fail to get the secondary school of their choice, and this rises to half in London.
