Most US states have seen a significant rise in revenues as the economy continues to grow. This has led to growing pressure for tax cuts. This is an attractive option for politicians, particularly when they are preparing to seek re-election in Nov 1999. The 50 states and some cities will also receive a total of $246 billion from the tobacco settlement over the next 25 years. There are plans to use this money to improve health facilities in Arizona, while Alabama wishes to use the money for youth programmes.
