There has been a trend in the UK over recent years towards exploiting a few terrible crimes committed by children to indicate that a tough line is being taken on law and order. In the case of Robert Thompson and Jon Venables, who killed a young child when they were aged only 10, public outrage prompted former Home Secretary Michael Howard to increase the 10-year penal tariff set by the then Lord Chief Justice by 50% to 15 years. Three of five law lords hearing this case have now criticized Howard for applying the tariff policy too rigidly.

Article Abstract:
Part III of the Police Bill, which is currently being debated by the UK government, will allow police officers to enter a person's home or office, install a listening device, record conversations and search privileged documents. Such activities will be approved by a chief constable or assistant chief constable if it is believed that surveillance is likely to be useful in the prevention or detection of serious crime. Those under surveillance do not have to be suspected of planning to commit a serious crime themselves.

The UK government may be forced to reconsider the naturalisation applications of Egyptian-born brothers Mohammed and Ali al-Fayed if it fails in the House of Lords to reverse a Court of Appeal ruling that the Home Office treated the brothers unfairly. The ruling is the latest in a series of embarrassing defeats for home secretary Michael Howard. The brothers have lived in the UK since the 1960s, and their children are all British citizens.
