It will become increasingly important in the 21st century for the UK to produce people who are well-informed, numerate, highly literate and capable of constantly updating their knowledge. All pupils must receive a firm grounding in basic skills, but must also be encouraged to be innovative, use their creative abilities and tackle the responsibilities of leadership. Around 70% of jobs now involve intellectual skills, with less than 30% requiring manual skills. For this reason, the government is justified in placing very strong emphasis on basic educational skills.

Teacher unions meeting for their annual conferences over the Easter period will discuss issues including the funding of the eudcation service by a government which is determined to reduce taxes. There are likely to be calls for demonstrative or industrial action as teachers express concern about growing class sizes and about teacher redundancies. The unions should ensure that they work together, as only in this way will they be able to influence government policies.
