Article Abstract:
The UK's Independent Television Commission (ITC) faces considerable difficulties as it seeks to regulate the many non-English-language channels that are based in the UK. This problem will be made worse by the arrival of digital transmission. The ITC operates by investigating viewers' complaints and through random testing of potentially controversial channels, but the arrival of more channels will mean that testing becomes less frequent. Similar problems face the Radio Authority.

Watchdogs do battle for digital TV
Article Abstract:
The UK government is seeking to establish a single regulator for the communications industry. It will issue a consultation paper in autumn 1997 which will seek views on the planned new body, provisionally known as Ofcom. This would involve the merger of Oftel, the telecommunications regulator, and the Independent Television Commission, which have clashed on a number of occasions. It is widely believed that Oftel would take on the leading role in a merged regulatory body.
