Article Abstract:
UK Lord Chancellor Lord Woolf's recommendations for speeding up the judicial process are already beginning to be implemented in some areas. There are still mixed views about whether he is correct to assume that the conduct of cases can no longer be left in the hands of solicitors if the efficiency of courts is to be improved, but it is widely accepted that the Court of Appeal must be given particular attention. It is already clear that a great deal of work will be needed before a simplified version of the guidance issued to judges and masters can be produced.

The proposals of Lord Woolf, UK Master of the Rolls, for the reform of civil justice procedures, entitled 'Access to Justice Part II' will be very expensive to put into action. New computer systems will need to be installed, and the courts will need to be reorganised, as well as court officials and judges needing training. The Lord Chancellor has the power to introduce new rules for the County Court and High Court which are included in the proposals, without any reference to parliament.

Foxing Woolf
Article Abstract:
There are still very mixed views about the proposals for the reform of civil justice in the UK put forward by Lord Woolf, and this is hampering plans for their implementation. The Lord Chancellor, for example, remains unconvinced that a Civil Justice Court as proposed by Lord Woolf is an appropriate body, but no alternative has been put forward. There is a danger that Lord Woolf's vision of a reformed civil justice system may be permitted to simply fade away.
