Central bankers are becoming increasingly uncertain about whether it is possible to fully define inflation. It is becoming clear that measurements of inflation are frequently flawed, and for this reason it may not be wise for governments to set an inflation target. Some observers now feel that an inflation target will become unviable in the future. Against this background, shadow chancellor Gordon Brown may have been unwise to set a 2.5% inflation target for a future Labour government.

Inflation boosts benefits but brings no joy to the City
Article Abstract:
Retail price inflation in the UK reached 3.6% in Sep 1997, partly as a result of higher mortgage payments. The underlying rate of inflation fell to 2.7%, from 2.8% in Aug 1997, and is likely to soon reach the government's target of 2.5%. The rise in retail price inflation will lead to an increase in a range of social security benefits from Apr 1998. Economists are warning that the Bank of England's Monetary Policy Committee will react by raising interest rates.

Issues concerning the measurement of inflation in the UK are discussed. It is argued that any measure of inflation is an imperfect guide to the basic goal of economic policy, which is improving the wellbeing of as many people as possible.
