President Bill Clinton's administration is tackling the budget deficits and rising health-care costs. It has begun to stop the laws against abortion, strikes and homosexual rights. However, only half the country is pleased with his actions in his first 100 days in office. He knows that simplicity leads to success but finds policy vital. His Feb 1993 address to congress on the economy and his handling of Vancouver, Canada meeting with Boris Yeltsin were excellent. Clear goals sometimes disappear, resulting in confused performance.

President Clinton made his State of the Union address to Congress on Feb 17, 1993, proposing tax rises and spending cuts of $500 billion. He plans investment rather than expenditure and improvement to the welfare and health care systems. Recent history and the breadth of the cuts may encourage the public to accept these measures. Changes to health care provision will require further tax rises, but Bill Clinton is adamant that the nation's economy is the foremost consideration.
