Police arrest and charge fewer suspects

The Independent conducted a survey which found that police arrests fell in half the 43 police forces in England and Wales in 1992. Magistrates' courts held 13% less cases in 1992. The Metropolitan Police arrested fewer suspects than elsewhere. More formal cautioning is practised. Many police officers feel that the Police and Criminal Evidence Act limits their efficiency. New disclosure rules mean policemen do not make a charge unless sure of a conviction.

Clarke weighs into police
Article Abstract:
Home Secretary Kenneth Clarke demanded better statistics to enable better analysis of police performance. Some police forces were solving less crimes according to a survey by the Independent. The Audit Commission is developing performance indicators. The Metropolitan Police Force had a 12% drop in clear-up rates despite an increase in policemen. Extra administrative work caused by the Police and Criminal Evidence Act may have contributed to the results.
