Pressure grows for an EC-wide detective force
Article Abstract:
In Jun 1992 the EC will select a site for EUROPOL, the planned European criminal intelligence agency which may become an FBI-type detective force with investigative and arrest powers. Britain wants to model it on the National Criminal Intelligence Service, but Germany recommends the body be augmented from intelligence gatherers into a full fledgedinvestigative body by the end of the century, similar to the Bundeskriminalamt (BKA). The European Drugs Unit is the first phase, followed by counterfeiting in March 1993 and completion by 1994. The BKA headquarters in Wiesbadeen or the Interpol European Secretariat in Lyons are possible sites.

Big shake-up at West Midlands Police urged
Article Abstract:
The Inspectorate of Constabulary produced a report on the West Midlands Police which recommended a major structure review with redefined terms of reference for all specialist units. Colin Smith, former Chief Constable of the Thames Valley, the report's author, recommends recruiting from ethnic minorities, more equal opportunities for women and better public consultation. Mr Ron Hadfield, Chief Constable since April 1990 said many recommendations in the report were already in the force's policies.

'Easy' guns fuel urban warfare
Article Abstract:
The use of guns in the UK is increasing. Firearm offences went up from 8,067 in 1981 to 12,000 in 1991. Violence involving firearms increased from 277 to 861 and armed robberies rose from 1,893 to 5,200. The increase is thought to be due to drugs. The issue of firearms licences has decreased but guns are readily available. Police in anti-crack operations in London find guns are used recklessly.
