Environmental activities have used the opportunity created by lack of news in Aug 1999, and have attracted the attention of the media by wearing fancy dress. These activists believe they have the right to disobey the law, because they have public opinion on their side, yet public opinion favors a number of retrograde measures. Meanwhile, urban developments that are criticised in the 1990s were seen as progressive when they were erected in the 1960s, when there was hope that better planning could improve society. Politicians from the 1960s are retiring, and they have been good for democracy by providing a political opposition to the generation in power.

Professor Christopher Andrew, Fellow of Corpus Christi College, Cambridge, England, is widely regarded as the leading expert on the activities of the security services in the UK, the US and the former Soviet Union. He has come to public attention through his extensive work on the KGB files brought out of Russia by defector Vasili Mitrokhin. 'The Mitrokkin Archives,' which Andrew co-authored, shows extremely detailed scholarship, drawing on his experience of writing about the secret services for more than 20 years.
