Community care should give the elderly and disabled more independence, but lack of funding hinders the scheme. Councils are obliged to spend 85% of their funds in the private sector, which is mainly residential care. This does not leave sufficient to provide new services to help people remain in their own homes. To comply with the law, the Social Services Inspectorate suggests that local authorities could record 'unmet choice' or separate service planning from assessment of needs. A Joseph Rowntree Foundation report discovered social workers tried to secretly ration care.

MPs line up to condemn Bank's role
Article Abstract:
The recently published report on the collapse of Barings highlights the failure of the Bank of England to carry out its regulatory role effectively, according to some MPs. They believe that it is now time to look closely at a system of regulation which allowed such large-scale deception to be carried out undetected. Some claim that the Bank of England was complacent in its monitoring of Barings, and that Nick Leeson, who is at the centre of the investigation, is being made a scapegoat for the failure of the regulatory system as a whole.
