Good hearts, bad lands
Article Abstract:
Britons Jon James and his partner Camilla Carr have been abducted in Chechnya, where they had travelled to work at the Centre for Peacemaking and Community Development on the outskirts of Grozny. Their disappearance is the latest in a series of kidnappings which have taken place since shortly after a peace deal was agreed in Aug 1996, and some observers now believe that a sinister political force is involved. Foreign visitors are now at great danger in Chechnya, as are those who try to help them.

The development will be subject to republican and federal law, but will have a 10-person parliament to make local laws.
