A hand of hope in the mass graves of concrete and steel
Article Abstract:
Many bodies are still being recovered from ruined buildings in Izmit, Turkey, following a severe earthquake. The death toll is officially 3,879, but some observers believe that it could rise as high as 20,000. Many local people feel that the high death toll is partly attributable to local government officials, who did not enforce building regulations. Most of the damaged buildings were constructed in the late 1970s and early 1980s, when the Turkish economy was weak.

Article Abstract:
An earthquake measuring 6.7 on the Richter scale has caused widespread damage in Istanbul, Turkey, and the industrial city of Izmit, Turkey. In Istanbul, many people believe that the death toll has been higher than it should have been because of the poor quality of many buildings. Tens of thousands of survivors are now sleeping in the streets of Istanbul, too scared to re-enter their damaged homes.
