The Labour party's planned programme of constitutional reform will include reform of the House of Commons, an area which is in urgent need of attention. There is clear public dissatisfaction with the House of Commons, where much activity is merely ritualistic and serves no real purpose. The Labour party proposes that the power of select committees should be greatly increased and that their methods of operating should be amended. However, some observers feel that reforms of this kind would not be successful in a political system which is still basically adversarial.

Electoral system that favours challengers
Article Abstract:
The system of electing a new leader of the Conservative Party may well not work in favour of prime minister John Major. He must obtain an overall majority and a majority over his nearest rival equal to 15% of all Conservative MPs in order to win on the first ballot. The system tends to favour an insurgent candidate, who may enter at the second round, while the existing leader has to overcome considerable hurdles. Even if John Major wins, his regime is likely to begin disintegrating.

Let's root out the rot in our sickly constitution
Article Abstract:
The British Constitution is clearly failing to produce a representative government, with the ruling party generally being elected by only a minority of voters. The electoral system is so flawed that it discriminates even against the two leading parties in areas where they are weak. It is not time to change the British Constitution so that a political system which meets the needs of modern society can be established.
