Circuses have been affected by local councils refusing use of their land when wild animals, which attract audiences, are used in the circus and by 17.5% VAT on entertainment. Gerry Cottle employs 100 regular staff as well as a seasonal troupe of performers but other shows still mostly employ casual staff. Business techniques include artists doubling as car park attendants and usherettes. The Association of Circus Proprietors says there are 12 large touring circuses and eight smaller ones in Britain.

The National Health Service has gradually been withdrawing long-term care for elderly people over recent years, and this has led to retired home-owners being increasingly obliged to sell or borrow on their properties in order to fund residential or nursing home care. Many families are now having to face the reality that they will not inherit any money at all when elderly relatives die. This goes directly against the government's vision of 'wealth cascading down through the generations.'
