Most frequently, charges are made in the form of significant reductions in the allocation of early premiums into investment units. The use of capital units can also prompt confusion among policyholders about the exact nature of the charges being imposed. The government is now addressing this problem, with the Treasury placing strong emphasis on the need for more low-cost pension products.

Many traditional pension suppliers are unwilling to offer much flexibility, and many penalize those who seek to make non-standard arrangements. However, direct pensions providers often promote their products on the basis of their flexibility.
