UK: CENTRAL HEATING PLAN FOR OLD PEOPLE
Article Abstract:
People aged over 60 will be given highly efficient central heating systems over the coming two years after the UK government's decision to earmark GB[pound] 260mn for the plan. Systems valued at GB[pound] 2,000 apiece will be fitted in the homes of elderly people on low incomes, with people taking on the new equipment also in line for a major cut in heating bills. Households irrespective of age will also be entitled to grants for loft insulation and cavity wall insulation, a move designed to eradicate the scenario where a household is obliged to devote over 10% of income to ensure that adequate warmth is sustained. Almost 70% of the near 4.5mn homes experiencing what is also known as fuel poverty are also vulnerable to ill-health stemming from being cold.

UK: GOVERNMENT PLEDGE OVER OPENING HOURS

The UK government will pledge that public services will be open longer in a report to be released on 3 April 2000. Research by the People's Panel indicated that 50% of consumers surveyed would welcome being able to communicate at weekends and evenings with public services, while less than 10% would want such communication on Sundays. The government has promised to increase opening hours by 2001 in five public service areas in a move said to bring the UK a step nearer a 24-hour society. The government wants health and social services to be changed via new technologies including the Internet and digital TV and the indications are that a high proportion of electronic hours will be administered electronically.

UK: CHILD POVERTY COSTING BILLIONS
Article Abstract:
A study by Barnardo's, the children's charity, published 30 October 2000 suggests that child poverty is costing society billions of pounds. Barnardo's has called on the UK government to revise policies that allow an estimated 4mn children to grow up in poverty. The Counting the Cost of Child Poverty report examined the costs relating to social services, criminal behaviour, housing benefit, special educational needs and local authority care.
