UK: WARNING OF RAIL CHAOS ON NEW YEAR'S EVE

An urgent rethink of New Year's Eve rail plans is vital in order to avoid chaos, independent consultants have warned the UK rail operator Railtrack. Passengers are at serious risk of being stranded because there has been little co-ordination between London Underground and the overground network. As a result, Tube passengers will turn up at mainline stations to find there are no services. The report also raises concerns about the potential failure of computer systems that could result in many passengers being stranded. In its defence, Railtrack says that the report does present the worst-cases scenario and that action is being taken on the recommendations.

London Transport believes that a relatively modest amount of additional investment in London Underground in the period to 2002 could make the underground system in London, England, reliable. It could even become self-financing in the long term. There are a number of potential sources of funding for London Underground. These include charging private cars for using road space and for pollution damage, a precept on the local taxes of London boroughs and levying a local add-on to the uniform business rate.
