University funds on a tight rein - but can they break free?
Article Abstract:
The UK government has made it clear that it is strongly opposed to any universities charging top-up fees above the 1,000 pounds sterling tuition fee which will be required of students from autumn 1998. However, there are doubts about whether the government could or would try to stop universities from levying additional fees. The Committee of Vice Chancellors and Principals has received legal advice which indicates that it would be very difficult for the government to draft legislation to outlaw additional fees. This is because it would be hard to separate such fees from lawful fees.
