Article Abstract:
The problems currently being experienced by the UK's prisons, particularly the fact that it costs more to keep prisoners in police cells and high security prisons than in a top class hotel, should encourage a reassessment of what the real objectives for prisons should be and how these could be achieved. Unlike hotels, prisons do not have to undertake marketing, but they need a much higher level of security. Prisons could learn from the efforts of hotels to cut costs, following examples such as using as many labour-saving systems as possible.

The German way of doing business, which has traditionally been based on consensus, order and excellence, has always been widely admired and seen as responsible for the country's economic strength. However, the growing unemployment rate has prompted many German companies to accept that this approach must now change. Companies are having to downsize, and this is creating an atmosphere of insecurity. This situation is very similar to developments which have already been taking place in the UK for several years.
