The UK government is coming under strong moral pressure to significantly increase the pay of nurses and teachers. Pay rises are clearly justified for those public service workers who are extremely devoted to their work, but it is also important to remember that public service employment has also attracted inefficient, inflexible people who would not be able to find work in the private sector. Against this background, consideration must be given to the issue of how to ensure that extra pay does not merely reward poor workers and inefficiency. Additional money must be used to boost recruitment and retention.
