Why the left has become the defender of our armed forces
Article Abstract:
Defence is no longer the defining issue between the right and left wings of the UK Labour party that it used to be. There has been a gradual shift in emphasis, and it is now more respectable than in the past for those on the left wing of the party to oppose defence cuts. The Strategic Defence Review will involve radically reorganizing the UK's military capability, with emphasis being placed on equipping forces for rapid use in peace-keeping and peace-making. The peace dividend that had been anticipated by many members of the Labour party will not materialize, but there will be much less protest about this than there would have been in the late 1980s.

The recommendation of the Independent Review of Parades and Marches that a strong new commission be formed to adjudicate on disputed march routes in Northern Ireland is designed to avoid a repeat of the violence which took place during the 1996 marching season. The report accepts the fact that a few Orange Order parades inflict pain and fear on ordinary Catholics, and draws attention to the importance of not damaging community relationships. However, it also highlights the need to preserve the right to peaceful free assembly.

Montenegro moderniser fights Serbia's grip
Article Abstract:
Montenegrin Prime Minister Milo Djukanovic is proving a strong opponent to Slobodan Milosevic, President of the Federal Republic of Yugoslavia. The Serbian state media has been very critical of Djukanovic, but this has had little impact in Montenegro, where he is widely respected. He is a modernizer, and will head a coalition committed to political and economic reform if, as seems likely, he wins the forthcoming presidential election in Montenegro.
